Between 1995 and 2004, he was Director at the Swiss Federal Institute of Intellectual Property (IPI) in Bern and responsible for national patent and design protection.
On the one hand, the IPI was considered a pioneer of Swiss New Public Management and thus a leader in the administrative reform of the time; on the other hand, it was in the role of providing impetus for innovative companies, with the political mandate to increase the innovative capacity of the Swiss economy.

The implementation of a complete process organisation plan for the Patent Division has been commented and published in the specialised literature as the first process organisation in the public sector.
